EKE is starting the construction of its business quarter properties in the Hipodroomi development area in Tallinn. The construction volume of the first phase of the project is approximately 55,000 m² – this is the largest construction development in Tallinn in the coming years. The first buildings are planned to open at the end of 2027. The first building in the development will be named ELISA, based on the anchor tenant of the same name.
Construction work will begin immediately. The tender for the underground part of the construction, which includes zero-cycle concrete works, was won by a joint bid from Mapri Ehitus and NOBE. The works will be completed in stages by the beginning of 2026 and in full by the summer of 2026. The design and supervision work will be carried out by TELORA, and the architectural solution has been created by HG Arhitektuur OÜ.
The new business district is designed as a comprehensive smart work and leisure environment. The buildings will be connected by underground parking and galleries, and a helicopter landing pad will be built on the roof.
The aim of the business quarter being built is to offer the user various opportunities in one place, but above all, to save time on commuting. In this way, a reasonable balance between leisure time and the work environment will be created. The quarter will have twice as many parking spaces compared to other city center developments, the largest indoor bicycle parking lot in Estonia with washing facilities will be built, and attention will be paid to all modes of transport: spacious pedestrian and bicycle paths, good connections to the city center and seaside areas.
The keywords of the development are greenery, functionality and human-centered planning – proximity to nature supports creativity and reduces stress, the quarter will have more outdoor work areas than anywhere else in Tallinn. The business quarter’s stormwater system allows water to be reused in the operation of buildings. The highest quality materials are used in construction, and emphasis is placed on top-notch indoor climate and energy efficiency.
